Healthcare Draw Reaffirms Sector Priority



Immigration, Refugees and Citizenship Canada (IRCC) conducted a major category-based Express Entry draw on October 15, 2025, underscoring Canada's urgent need for medical professionals.


The draw targeted Healthcare and Social Services occupations, issuing 2,500 Invitations to Apply (ITAs). The minimum Comprehensive Ranking System (CRS) score for this highly focused round was 472. This marks the fifth healthcare-specific draw of the year, bringing the total number of healthcare professionals invited in 2025 close to 10,000.


While the CRS cut-off is slightly higher than the last healthcare draw in August (470), the large volume of ITAs confirms that this remains one of the most accessible and reliable pathways to Canadian permanent residency for eligible nurses, doctors, therapists, and support workers.


PNP Draw Reinforces Provincial Focus



The latest Express Entry draw has strongly underscored the value of a provincial nomination. Held on October 14, 2025, the Provincial Nominee Program (PNP) draw issued 345 Invitations to Apply (ITAs) to candidates with an existing provincial nomination.


The minimum Comprehensive Ranking System (CRS) score for this draw was 778. This score reflects the powerful advantage of the 600-point boost that a provincial nomination automatically adds to a candidate's profile, making it a critical pathway to permanent residence.


The draw size of 345 ITAs was the largest PNP-specific draw in nearly three months, suggesting a modest increase in processing activity for provincially-nominated candidates. This is a crucial signal that provinces remain central to Canada's immigration strategy as the year progresses.

Proposed Amendments Introduce Stricter Rules for Citizenship by Descent




Major changes are being proposed to Canada's Citizenship Act that will significantly restrict how citizenship can be passed on to future generations born outside the country.


The latest amendments to Bill C-3 propose a stricter version of the "First-Generation Limit" (FGL). Under the new rules, children born abroad to a Canadian citizen by descent will only gain citizenship if their Canadian parent can prove at least three years of physical presence in Canada during a five-year period prior to the child's birth.


Furthermore, children aged 18 to 55 applying for proof of citizenship must now pass an assessment on knowledge of language (English/French) and Canadian culture, and undergo a security assessment. These restrictions apply to children born or adopted after the new law comes into effect, tightening criteria considerably compared to the original bill.
