Surge in Express Entry PNP Backlog Despite Overall Inventory Decline
As of March 31, 2025, Immigration, Refugees and Citizenship Canada (IRCC) reported a notable 5.03% drop in the total immigration application backlog, reducing it to 779,900 from 821,200 in February. This marks the fourth consecutive month that the backlog has remained below one million. However, while overall figures are improving, the backlog for Express Entry-aligned Provincial Nominee Program (PNP) applications has surged. The PNP backlog rose to 44% in March, up from 36% in February, surpassing IRCC’s projected 30% threshold. This is the highest backlog percentage seen in this category since June 2022. Express Entry applications also exceeded their 20% backlog target, reaching 27%. In contrast, family sponsorship remains stable within targets at 14%. On the temporary residence side, visitor visa and work permit backlogs remain high, while study permit delays have slightly improved. IRCC is relying on new technologies and program caps to address ongoing challenges in processing efficiency.
