Canada Express Entry 2025: Key Changes and Impacts on Immigration


In 2024, Canada implemented significant changes to its Express Entry system, setting the stage for notable shifts in 2025. This year, Express Entry will account for a larger portion of Canada’s overall immigration targets, with federal economic program admissions rising to 124,590, compared to 110,770 in 2024. This increase comes alongside a 20% reduction in overall immigration levels, allowing the federal government greater control. Express Entry will dominate as Provincial Nominee Program (PNP) allocations drop significantly. 


A major change is the removal of Comprehensive Ranking System (CRS) points for job offers, effective spring 2025, which may reshape the selection process. Additionally, the Federal High-Skilled allocation has been replaced by two categories: "Federal Economic Priorities" and "In-Canada Focus," targeting specific sectors like healthcare, trades, and French-speaking candidates. These updates underscore Express Entry’s critical role in Canada’s evolving immigration landscape.

Will Expanded PGWP Eligibility: New Fields of Study for International Students



Immigration, Refugees and Citizenship Canada (IRCC) has broadened the list of fields of study eligible for Post-Graduation Work Permits (PGWPs) as of December 17, 2024. This update adds programs in early childhood education and developmental service work under a newly introduced Education category. Previously, IRCC categorized eligible fields into five areas reflecting Express Entry occupational priorities: agriculture and agri-food, healthcare, STEM, trades, and transport. Programs are now classified using Canada’s Classification of Instructional Programs (CIP), including Montessori and Waldorf teacher education, child development, and teaching assistant training. 


The new requirements apply to international students in college and vocational university programs linked to long-term labor shortages. Students with study permits issued before November 1, 2024, are exempt, but new permits must align with the updated field requirements. PGWPs, ranging from 8 months to 3 years, enable graduates to gain Canadian work experience, strengthening their pathway to permanent residency.

Yukon Nominee Program Introduces Intake-Based Application System



The Yukon government has announced a shift to an intake-based approach for the Yukon Nominee Program (YNP), starting January 29, 2025. Under this system, the YNP will accept a fixed number of applications per intake. The first intake of 2025 will accept up to 125 applications, with future intakes planned quarterly, though exact schedules remain flexible.


This change addresses a surge in applications during 2024, which exceeded Yukon's federal nomination allocations. To manage demand, the YNP temporarily stopped accepting applications from employers in Whitehorse. The new intake system aims to streamline the application process, balancing demand with federal nomination allocations.


The YNP, an employer-driven initiative, enables foreign nationals to gain nominations for Canadian permanent residence by addressing Yukon’s labor market needs. This revamped process ensures applications can be received year-round while maintaining an efficient and fair selection framework for prospective nominees.
