Launch of the Provincial and Territorial Nominee Program Client Survey
On October 31, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced a new survey to gather insights from individuals who immigrated to Canada through the Provincial Nominee Program (PNP) and the Territorial Nominee Program (TNP). This survey aims to assess client experiences and pinpoint areas for improvement in these immigration pathways.
Participation is voluntary, confidential, and will not impact any past, current, or future applications with IRCC. The survey, accessible from November 4 to November 20, 2024, will take about 10 to 15 minutes to complete and is available in English and French.
Eligible PNP and TNP clients who arrived in Canada between 2016 and 2023 will receive an email invitation, including a secure survey link and contact details for assistance. The survey responses will solely be used to enhance IRCC programs and services, contributing to a more effective immigration experience for future clients.

New French-Language Requirements for Graduates Seeking Quebec Residency
Starting November 23, graduates of Quebec post-secondary institutions seeking to settle in the province under the PEQ Graduate stream will face new French-language criteria. Only programs with at least 75% of courses or credits completed in French will be eligible. However, students who graduated from a program that meets PEQ criteria but did not fulfill the French requirement may still qualify if they have completed at least three years of full-time secondary or post-secondary studies in French, either in Quebec or abroad.
The Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) also announced a pause in PEQ Graduate applications until June 30, 2025. As a result, Quebec aims to issue 4,500–5,700 CSQs for 2025, down from 14,500 projected in 2024. Additionally, invitations through the Regular Skilled Worker Program (QSWP) are on hold until mid-2025, reflecting shifts in Quebec’s latest Immigration Levels Plan.
Express Entry System Gains Priority in Canada’s New Immigration Levels Plan
Canada’s latest Immigration Levels Plan brings notable opportunities for foreign nationals pursuing permanent residency through Express Entry. With increased allocation of permanent residency spots for 2025, specific candidate groups stand to benefit: those already in Canada and those eligible for category-based draws. These groups will likely see a smoother path to receiving invitations to apply (ITA) in 2025.
The new target of 124,680 for “In-Canada Focus” and “Economic Priorities” categories marks a rise over both the 2024 goal and last year’s projected 2025 target. For 2024, Immigration, Refugees, and Citizenship Canada (IRCC) has set a target of 110,770 for “federal high skilled” (FHS) immigration streams, covering the Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades Program (FSTP).
With these increases, 2025 is expected to bring more ITAs for Express Entry candidates, offering greater opportunity than in previous years.
