Canada Extends Judicial Review Timeline for Immigration Applicants

Canada’s Federal Court has implemented new measures giving immigration applicants additional time to seek judicial review of decisions. Previously, applicants had 30 days to perfect their application for leave; they now have 75 days. This change, effective May 14, 2025, responds to a growing backlog in review applications over 2024 and 2025.

The judicial review process consists of two main stages: the leave stage and the review stage. After submitting an initial application for leave, applicants must now submit their full applicant record within 75 days—an extension from the previous 30-day deadline. This timeline begins after filing the leave application or upon receiving the written reasons for the initial refusal.

These changes aim to provide applicants more time to compile and submit their case, enhancing fairness and efficiency. The court may still uphold the original decision or return it for reconsideration if legal errors are found.

Linking Your Paper Application to Your IRCC Online Account


If you’ve submitted a paper application to Immigration, Refugees and Citizenship Canada (IRCC), you won’t receive an official Acknowledgement of Receipt (AOR) letter. To confirm your application was delivered, IRCC advises using a courier or postal service with tracking and signature confirmation.

You may still track your application by linking it to your IRCC secure online account. This allows you to view updates and receive application-related messages digitally.

To link your application:

1.     Create an IRCC secure account, if you don’t already have one.

2.     Go to “View the applications you submitted” and choose “Add (link) your application.”

3.     Use the same details from your paper application, along with the application number.

You have five attempts to link your application before being locked out for 24 hours. Once linked, all updates will be delivered online. It may take up to five days for your application to appear in your account.

Why Express Entry Is Gaining Ground in 2025 – And What It Means for Skilled Workers

Several Provincial Nominee Program (PNP) streams across Canada have paused or closed in 2025, but this isn’t necessarily bad news for skilled foreign workers. These changes reflect a federal shift toward prioritizing Express Entry, which now accounts for over half of all planned economic immigration.

In 2025, Express Entry targets increased to 124,590, up from 110,770 in 2024. This shift benefits skilled workers—especially those with Canadian work experience—through the Canadian Experience Class (CEC). Express Entry offers simpler eligibility, faster processing times, and greater mobility within Canada, compared to the PNP system.

Applicants like Clara and Mathias, with Canadian education and work experience, would likely receive Invitations to Apply (ITAs) under recent Express Entry draws. With fewer barriers and streamlined processes, skilled workers may find more success pursuing PR through Express Entry than through increasingly limited PNP streams in 2025.
